California's Attorney General just rewrote the ballot title for the voter ID initiative — and the two versions read nothing alike.

In September 2025, while signatures were still being gathered, the AG's title for Proposition 39 read: "establishes additional voter identification and citizenship verification requirements." In July 2026, months before the vote, the revised title reads: "PROHIBITS CITIZENS FROM VOTING UNLESS THEY PRESENT GOVERNMENT-ISSUED IDENTIFICATION." Same measure, ten months apart.
