This wasn’t random. Criminal networks:
Created fake businesses
Inflated payrolls
Used stolen funds for luxury goods
Took advantage of lax oversight and loan forgiveness
Meanwhile, honest small business owners who followed the rules were left footing the bill.
Nationwide, an estimated $200 billion was stolen through COVID relief programs — and California alone accounts for $8.6 billion.
