redistricting that has been happening every single week.

talking about this every single week, but there's just like new

news every single day and like every single week.

I want to hop into a video real quick from KCRA and we'll get

into some other things about the maps and some other videos that

came out of the legislature today.

So we'll hop right into that video right now.

A lawmaker's return to the state Capitol, where they'll spend the
00:04:37
next four days debating controversial new Congressional
00:04:40
District maps and whether they should be presented to voters in
00:04:45
a special election. And the effort is in response to
00:04:48
Texas's redistricting push, where lawmakers there are trying
00:04:51
to send five more Republicans to the US House of Representatives.
00:04:55
Now, on Friday, the California Assembly released a proposed map
00:04:58
of the new congressional districts.
00:04:59
Here's a look what you're the current next to the proposed
00:05:02
maps. This afternoon, lawmakers in the
00:05:04
state Senate and Assembly will roll out the specific bills
00:05:07
they'll vote on to move forward with the redistricting effort.
00:05:11
Redistricting effort, rather. That includes the measures to
00:05:14
declare the special election, the funding needed for it, and
00:05:18
the specific ballot question that could be presented to
00:05:20
voters. The ballot measure will require
00:05:23
2/3 of approval from Allstate lawmakers this week to send it
00:05:27
to voters this fall. Lawmakers have until Friday to
00:05:31
get the plan approved for a special election.
00:05:34

Meantime, KCRA 3 political correspondent Ashley Zavala has

learned that if this happens, at least three Democratic state
00:05:47
lawmakers could try to secure their seats in Congress.

But it it does turn out like there's going to be political

favors. Ashley Zavala, who is just

absolutely amazing, has reported on that.

And I was like, why am I not shocked that they're doing

political horse trading? So what I have up on the screen

is a more blown up version of the new proposed congressional
00:06:21
districts. These are the maps that they
00:06:22
officially released and the current districts.

Now, I know you had taken a look at them as well, Camille, Some

things I want to point out. So this one up here is the one

that sticks out to me. This is Kevin Kylie's district.

So this is Kevin Kylie's old district up here in the I'm
00:06:41
trying, I'm trying to show. I know I'm realizing I'm doing

it with my mouse and I can't show what it is.

So in the current one in the top right, like where the bend is,

that's Kevin Kylie's right, kind of on the border, I guess Reno,

that's where that is. And then if you look at go over

to the new, he said it now looks like an elephant because there's
00:07:02
a little trunk that comes down and actually picks up more
00:07:05
Democrats. So crazy how they're like, well,
00:07:09
we have to protect democracy and Texas from gerrymandering.

So we're going to create these odd animal shaped districts like
00:07:18
this Elephant 1 to get rid of Kevin Kiley.

And you had said one close to you is actually gerrymandered

and you're a little confused about where your new district
00:07:27
would be, right? Correct.

It looks like I'd be morphed into a different district which

is blue and I'm currently in a red district.

And it looks like that's how it's going to be up and down the
00:07:40
state. You know, it's, it's a lot of

these are I remember they're trying to get rid of five

congressional Republican seats again in the name of democracy.

They're trying to get rid of people's representatives and
00:07:54
people's voices by getting rid of your duly elected

representatives. I'm not sure.

I still don't understand the logic behind all of this, but

this is really what they put up. Wouldn't?

districts in California and nine of them are held by Republicans.

they are again, gerrymandering the hell out of California to

get back at Trump and Texas Republicans when it's not our

not the fault of Californians. So punishing people in

California for something that Texas is doing all because you

hate Trump doesn't really seem fair.

And it doesn't seem like doesn't seem in the vein of democracy

Like they're saying we have to save democracy by destroying

democracy and gerrymandering, gerrymandering the hell out of

our own state. I want to go back to.

want to bring up really quickly is from the OC Register.

Let me pull this up real quick. So I didn't know about this as

well. So you want to talk about how

Gavin Newsom said this is all about transparency.

So I was lucky enough in California's capital, the

defenders of democracy oppose transparency.

For example, the state legislature is supposedly
00:10:14
defending democracy against Texas.
00:10:16
They are simultaneously pushing a bill that would reduce
00:10:20
transparency for local tax and bond measures when they appear
00:10:23
on the ballot. An informed electorate is vital
00:10:26
to democracy, and often the ballot label is the only thing a
00:10:28
voter reads before making their decision.
00:10:31
That's why the Howard Jarvis Taxpayers Association supported
00:10:34
Assembly Bill 809 in 2015 and Assembly Bill 195 in 2017.

There are simple measures that added one sentence to the ballot
00:10:42
label, a required disclosure of the rate of a tax increase, its
00:10:45
duration, and the amount of revenue to be raised.
00:10:49
They're now trying to pass AB699.
00:10:51
This is all part of this week. So redistricting is causing all
00:10:55
this chaos right now in the legislature.
00:10:58
And this is again, why you have to pay attention.

They're going to shove these other bills through with this

redistricting measure. And basically what AB699 says is

we're not going to tell you what the tax rate is or how much

revenue is going to be raised or how long it's going to be for.

We're going to send you to this other place.

So Stefani, who was the assemblywoman who did it, she
00:11:28
said, quote, requiring that financial measures be explained
00:11:31
to a voter in a 75 word ballot label can be too restrictive and
00:11:36
can lead to confusion and at times can be misleading to
00:11:38
voters. So her argument, again, in the
00:11:43
interest of transparency, is it could be too confusing with
00:11:48
voters to tell you how much your taxes are going to be raised and
00:11:51
for how long. So we're going to take that
00:11:53
information and we're going to put it in a wholly separate
00:11:55
place that you now have to go and find that information away
00:12:00
from the ballot. And I know, and I'm not trying
00:12:03
to talk down to people. I know there's not enough a lot
00:12:06
of people. Well, there's a good amount of
00:12:07
people. I don't think a lot of people
00:12:09
are like you and I who sit down and like, pick apart these
00:12:13
ballot measures and actually read through a lot of it.

So taking that information and putting it somewhere else means
00:12:21
they're never going to find that information.

They're never going to see that information because it's going
00:12:25
to be like, OK, well, go to this county voter guy.

It's like, well, I'm not going to go do that.

I'm whatever you tell me. It sounds great.

The ballot measures to support free puppies and ice cream and,

you know, children in public schools and stuff like that.

You have any thoughts on her taking away this tax language?

because the author actually says exactly what I was thinking,

where they're like, why not up the 75 word limit then if the

author a bill on that, you know, instead of removing the tax

how she proposes this. Like, people are stupid.

Voters are not stupid. Our Assembly members are our

senators. They're not more intelligent

than the rest of us. We've just elected them for

like, sure, you do it. We'll all vote for you.

saying this about voters was pun descending.

I agree. It goes on to say that she admit

as much further down in her committee statement, quote,

reducing tax and bomb measures to be summarized in 75 words has

led to lower passage rates and jurisdictions decide not to go

to the ballot at all. I mean, that sounds like a win

for me, but it sounds like for her she's mad that they have to

work harder and be more upfront about how much taxes they're

going to raise. But moral of the story is, is

they are promoting this whole defenders of democracy and
00:14:42
transparency. And we're going to get to a

couple videos in a second. And they're now trying to ram

through more bills that actually reduce transparency and take the
00:14:51
voices away or information away from voters and make it easier
00:14:55
to raise taxes. Because if there's one thing
00:14:57
California and the legislature loves to do, it's raise taxes.

They they've never met a problem where they don't raise taxes.

responsible of putting the maps onto our public website, the

Committee on Elections. And so that has now been posted

since Friday and then adjusted on Monday per AB6O4.

OK. So did this committee meet then

to draw the lines? And we were just trying to
00:22:04
ascertain who exactly is responsible for drawing these
00:22:07
maps at this point. So the criteria has remained the
00:22:10
same from the CRC. 76% of the districts remain the same.

And that is what Californians will see.

There are many folks, stakeholders who had an input on
00:22:23
the map drawing process. But ultimately, this is up to
00:22:27
the decision of California voters.

Whereas the CRC, which we respect, we want to make sure
00:22:34
that there's a nationwide citizens redistricting
00:22:37
Commission. But the reality is we are in an
00:22:40
emergency, and this is our emergency response.

We're giving Californians over 2 1/2 months to review these maps
00:22:48
thoroughly and make a decision on whether or not we move
00:22:52
forward with this constitutional amendment.

What is it? So is the state Senate Elections

Committee, we drew these maps like you're ready to say that
00:23:01
the the Senate Rules Committee drew these, put these maps, the
00:23:04
census tracks onto the website. So legislators drew the maps.

interest, which is prohibited by law.
